What you need to know: The basics of the Residency Management System/ 知っておきたい在留管理制度

 On July 9, 2012, the Residency Management System came in to effect so that the Ministry of Justice could better manage and monitor information necessary for residency management of mid to long-term residents of Japan who hold a valid status of residence (as defined by the Immigration Control Act).

Which mid to long-term residents are included in the new Residency Management System?/ 在留管理制度の対象者となる中長期在留者とは?

In principle, all mid to long-term resident foreign nationals of Japan are included.

Individuals who fall under the following categories are not:

  1. Those who have been granted a period of stay of three months or less
  2. Those who have been granted a status of residence of "Diplomat" or "Official"
  3. Special permanent residents (a special permanent resident certificate will be issued)
  4. Those who have been granted a status of residence of "Temporary Visitor"
  5. Staff members of a Japanese office of the Association of East Asian Relations (such as the Taipei Economic and Cultural Representative Office in Japan) or of the Permanent General Mission of Palestine in Japan for whom a decision has been made to grant a "Designated Activities" status of residence, and family members of said staff members
  6. Those without a status of residence 

A ‘Residence Card’ will be issued to mid to long-term residents./ 中長期滞在者には『在留カード』が発行されます

A “Residence Card” will be issued to persons residing in Japan who have been granted a status of residence with a period of stay of more than three months.

(Applied to persons who are working for a company, students, technical interns, spouses of Japanese nationals, permanent residents, etc.)

*A Residence Card will not be issued to diplomats, officials, temporary visitors such as people on vacation, and persons without resident status.

*A Residence Card will not be issued to special permanent residents; (a Special Permanent Resident Certificate will be issued instead of it.)

Mid- to long-term residents are required to take procedures for notifications at a municipal office of your residence in the following cases./ 中長期在留者は以下について市町村へ届出が必要です

  1. Procedures for notifications of address for new arrivals
  2. Procedures for notifications of address related to changes in status of residence (etc.)
  3. Procedures for notifications of change of address (after moving, etc.)

*Please take a procedure at Misato City Hall within 14 days of the day when you decide a new place of residence bringing your Residence Card and passport etc. with you.

Foreign residents are also covered by the Basic Resident Registration System/ 外国人住民のかたも住民基本台帳制度の適用対象になりました

 In accordance with the ‘Law for Partial Amendment to the Basic Resident Registration Act’, foreign residents will be registered on the Resident Record created at the municipality where they live.

Resident Record (Juminhyo)/ 住民票

 A “Copy of Resident Record” can be used as documentation officially certifying your address or other particulars.

Who Can Be Issued a Copy of Resident Record/ 住民票が作成される外国人

If you are foreign residents holding any one of the following status, your resident record will be created (excluding temporary visitors such as people on vacation).

Status Details of Status
1) Mid- to long-term resident (a person holding a Residence Card) One who is not a foreign national who granted a period of stay of three months or less, who has been granted a status of residence of "Diplomat" or "Official", or who is a temporary visitor.

2) Special Permanent Resident

(a person who issued Special Permanent Resident Certificate)

One who recognized as a Special Permanent Resident under the Special Act on the Immigration Control
3) Person granted landing permission for temporary refuge or person granted permission for provisional stay  
4) Person who is transitionally to stay in Japan through birth or who has renounced Japanese nationality The reason to become a foreign national is due to birth or renouncement of Japanese national (The person can stay in Japan for sixty days from the date of the reason arise without a status of residence).

 

List of Matters Recorded in Resident Record/ 住民票の記載事項

Following matters are stated on your Resident Record same as Japanese nationals.

1) Name, 2) Date of birth, 3) Sex, 4) (If the householder) that the person is the householder/ (If not the householder) The name of householder and the relationship to the householder, 5) Basics including Address, items related to the insured’s National Health Insurance status, items related to the insured’s National Pension Plan. In addition, special matters for foreign residents includes 6) Nationality or Region, 7) Status of residence, Period of stay, Date of expiration of period of stay, Number of Residence Card etc. listed in the Residence Card

Request for Disclosure of Alien Registration Cards/ 外国人登録原票に係る開示請求

  • Address(es) before July 9, 2012 are not listed on the Resident Record.
  • The ”Alien Registration Cards” previously stored by municipalities are now stored by the Ministry of Justice.

  If you would like to confirm your Alien Registration Card record or request for issuing a copy, please request for a disclosure.

Family Register (Koseki)/ 戸籍

  A family register (Koseki) notification is necessary in the event of birth, death, or marriage. Please make a notification at Resident Affairs Division or KIBOU-no Sato Koryu Center Shutchojo (branch office).

  In addition, divorce, transfer of registered domicile, adoption, affiliation, change of name, etc. must be registered.

Please show a document to proof your identity. Notification of Family Register will accept at the guard office at Misato City Hall even at night or on holidays.

Notifications Related to Family Register:

What to bring
  1. Birth Notification Form (attached to ‘Birth Certificate’)
  2. Name seal (optional)
  3. Mother and Child Health Handbook (Boshi-techo): If you are resident of Misato City, you need to register for child allowance and medical expense subsidy for children. Please inquire with Child Support Division for detail.
*Be sure to bring the parent’s (parents’) passport if the farther or mother of child does not hold Japanese nationality.

*Please inquire by phone about other necessary document(s) for the procedure.

Change of Address/ 住所変更

  Notifications will be accepted from Monday through Friday (excluding national holidays) and Sundays (*1) from 8:30 a.m. to 5:15 p.m. When you change your address such as moving, you need to report of it. Please submit the notification of it at Resident Affairs Division or KIBOU-no Sato Koryu Center Shutchojo (branch office).

The person who submit the notification must show your identification document to proof your identity.

(*)Sunday service is provided once a month for accepting a Notification of Change of Address (only at Resident Affairs Division).

  *Seal registration service on Sunday will be accepted only at Resident Affairs Division, Misato City Hall.

Request (application) for an issuance of each certificate is available at Resident Affaires Division, KIBOU-no Sato Koryu Center Shutchojo (branch office) or each liaison office. One who comes to apply for the request must show your ID document. One who comes to get a Certificate of Seal Registration, need to bring the Seal Registration Card with you. Also, those certificates can be issued from a kiosk terminal placed at convenience stores or Misato City Hall if you have your Individual Number (My Number) Card.

If you need a copy of Residence Record (Juminhyo)/ 住民票の写しが必要なとき

 A requester him-/herself or a family member in the same household is eligible to apply for the issue. If a proxy makes an application, he/she must bring the ID document and a letter of proxy.

Certificates issuance at convenience stores/ コンビニ交付

  If you have your Individual Number (My Number) Card with an electronic certificate for user identification, you can get several certificates from a kiosk terminal placed in the designated convenience stores across Japan.

Your application will be accepted for: notice of address change, notice of family register, registration of one’s name seal, enrolling in and withdrawing from the National Health Insurance Plan, issue of a Boshi-techo (Mother and Child Health Handbook), enrolling in and claiming for the Mutual Aid Traffic Accident Ins urance Plan.

Monday through Friday, and Sundays from 8:30 a.m. to 5:15 p.m.

*On Sundays, the services are limited to issue of certificates (except for “Resident Tax” matters), Mother and Child Health Handbook (Boshi-techo) and application for enrolling in Mutual Aid Traffic Accident Insurance Plan.

*The office will be closed once on Sunday in every month.

*Saturdays, National Holidays (opens if it falls on a Sunday) and the year-end and New Year Holidays (from Dec. 29 through Jan. 3).

*No parking space available.

There are 4 liaison offices (Renrakujo) in the city where you can apply for issuance of several certificates.

(Certificate issuance related to Resident Tax matters is available only from Monday through Friday.)

*The office will be closed once on Saturday in every month.

*Saturdays, National Holidays (opens if it falls on a Sunday) and the year-end and New Year Holidays (from Dec. 28 through Jan. 4).

*When its facility building closes, the liaison office will be closed (except for the closed day for Waseda Library).

*Other than the above days, as there may be a closed day due to machinery inspection and maintenances, please confirm with Misato City Official Website or the latest issue of Koho Misato.

As you will be confirm your identification at the service counter when taking a procedure, please bring any one of document proving your identification.

Funeral Hall (Saijo)/ 斎場

Misato-shi Saijo (funeral hall) is open for a family of the deceased to conduct a funeral ceremony irrespective of his/her religion or religious denomination.

・Regarding the crematorium, anyone can use it.

 Passport application and issuance services to the residents in Misato City (and who has Japanese nationality and who meets following conditions).

* The ‘Application Form’, ‘Guide on Passport Application’ (in Japanese) are available at Misato-shi Passport Center, Misato City Hall, KIBOU-no Sato Koryu Center Shutchojo (branch office) and each Renrakujo (liaison office). ●Eligibility: 

One who has Japanese nationality and who meets the following conditions:

  1. One who is a registered resident in Misato City
  2. One who is a student, or single resident registered outside of Saitama Prefecture but living in Misato City (please inquire about necessary documents etc. regarding an Application for Whereabouts Address.)
  3. One who returns home temporarily from abroad (and who stays in Misato City)

*Please inquire in advance if an application is made by a proxy because there are items in the application form that must be filled in by applicant him-/herself.

*An application made by a proxy is not accepted it your condition falls under (2) or (3).

Receiving a passport

Regardless of age of the applicant, he/she must show up in person at the service counter to receive the passport. A proxy cannot receive it.
